A couple people have mentioned Slavic so far. That might be close, but it does sound like Russian. I originally thought it was some heavily bastardized version of Latin. Thinking about it now, though, I'd say that, based on the answers I've gotten and the content of the video, it might be a combination of some or all of them. It might make more sense if "Propaganda" is said in English, but then again, Germans spell some things the same way we do. Examples: [i]Finger[/i], [i]Profit[/i], and [i]Land[/i]. Although I think [i]Land[/i] means "country" for them, but they're kinda the same thing... I'm rambling. Sorry.
