How is it bugged? Worked fine here. Guessing the ship is a random drop like cloudstrike.

Bugged like he won’t teleport from the first area and you can kill him there

Seems melting him too much short circuits the preset chase around the map that progresses the mission. Worked well just taking pot shots with my primary until the last time you fight him.
