Nobody used shotguns when Destiny was fresh out of the box because fusion rifles were super broken op. Trust me, you don't want that situation, so I'm hoping for you to be right.

There were a few people running Shotties including myself back then, but it's true that Fusions ruled back then. I objected to ever using them though because I honestly thought they were too overpowered and rightfully so.
