Ammo Drop Timing in Crucible: A Question for the Dev Team

So I was happy to read through the notes about the upcoming weapon changes, and I think many of the changes will improve the game. What I noticed though, both for Shotguns and Fusion Rifles, was that the Dev team seems to agree with or at least acquiesce to the community regarding over usage. The Devs seem to intend that both Shotguns and Fusion rifles be used more sparingly and more purposely in the Crucible. To that end the Devs will be reducing starting ammo in the Crucible. My concern is that this will have a very negligible effect on actual usage due principally to the drop rate of Special ammo in the crucible. Boxes seem to reappear about 30 to 90 seconds after being picked up. This should allow players to keep their Special ammo completely stocked regardless of starting ammo. So my question is this: what would have to be changed in the code to change the drop rates in Crucible matches? My suspicion is that this is just a timer that is reset upon an ammo crate being picked up. If thats the case then the only change that should be necessary to reduce drop rates in a change to the time value of the timer. Follow-Up Question: Has there been any tests to experiment with the effects on gameplay of changing drop rates?
