Agreed. And not all of us like to Raid, nor do some of us have all the time in the world to find our raids, so the vanguard allow us to at least taste a little bit of the higher level life. :)

Only reason you need to be level 31+ is for the raid. Vanguard gear completely made vog gear obsolete by offering more light and made it available with in the first few minutes if you prepped correctly with 2 charcters of the same class. They have realized their mistake and are not going to be doing the same with HoW

What about iron banner? And the defense different albeit it is not much but still is very helpful. Being stuck at 29 because you do not raid would not be fair if they did not add the vendor gear. Also I need perks that help me for it like quick hand cannon reload not ones like deal more damage to oversoul in night falls

That would be solved by having ib gear level you up. What I'm saying is it was wrong for them to completely invalidate the work of everyone who had been raiding every week on day 1
