How much ammo would you have in reserve? If you want to see how this would work in the game, use NLB for a little while. That is a very slow firing primary with much higher damage then any other primary type.
Edit: I just saw that you were saying it was a special in the topic. I got confused because you were comparing it to hand cannons. Keep in mind that impact works along side a hidden damage multiplier for each gun type. Very high impact with a low multiplier leads to not that much damage.

That multiplier is based off of the combination of your level, your opponent's, your weapon's damage, and your impact. What I'm saying is that a crossbow of one level will have more impact than a hand cannon of the same level.

The impact really only matters in relation to guns of the same type. A hand cannon with more impact will do more damage then a hand cannon with less impact, but a pulse rifle with more impact will not necessarily do more damage then a scout rifle with less impact.

I see where you're coming from. What I'm trying to say is that an arrow will deal more than a hand cannon bullet of the same level.
