I have mine maxed out. Its pretty good for what it is, but if you have you sinsinger subclass to grant an additional grenade you don't get an extra fusion grenade from the armor. I guess you can only have two. Or mine is glitched. It doesn't give me three

They don't stack higher than 2...which sucks I know.

Yea it only.gives 2 idk if its a glitch or not but it gives u that perk in the last tree so u can choose one of the other 2

Yeah, that's basically the logic behind it. I think it might be more PvP centered because firebolt grenades are more useful than fusion grenades in PvE (IMO), but it gives you the ability to have two fusion grenades in PvP and still use the all grenades ignite enemies perk (I think) and the Angel of Light perk, which I've seen people use pretty effectively in PvP.

Im gonna use it more for pve cause im working on the sunsinger class now I have void walker maxed with obsidian mind
