It does have the box because it was released with DLC but it is not exclusive to dlc

So if I buy the Starfire protocol for my warlock I can equip it with out the dlc?

Nope... I can't even buy it not without buying the DLC...when I go to buy it from xur it comes up with the dark below screen to purchase the DLC

You can equip exotic dlc items even if u dont have the dlc. My friend didnt had it and got Claws of Ahamkara and could equip them

I can't buy the Stafford p protocol when I try to buy it it makes me have to purchase the dLC before it goes through so I can't buy it without it
