They wont need to spend all their time on patching them out and can focus solely on fixing the ridiculous issues like Heavy ammo bugs and other things like that. I'm not saying I have never cheesed raids - but I definitely am sick of the culture of "lets just cheese it" in every LFG I try and go into legit. Anyway, the topic: It's quite simple. Set a date, tell players who are caught cheesing after that date that they will be hit with a ban hammer. Then do it. No more cheesing. Then they can focus on fixing the bugs in the game and not on cheesing. PS- this is more a dig at Bungie than players.
