Just scoop up every vanguard bounty you can complete and do the highest level strike playlist you can. The bounties will help get your vanguard rank up and you'll earn marks from the strikes and bounties.
When you have enough marks you can buy the legendary gear from your vanguard and that gear will automatically put you at 30/31.
Dont buy guantlets though, as doing eris morns questline will award you with a pair of them for free.
Beyond that, do your weekly strikes on the highest level you can achieve and save ur strange coins and get an exotic piece from xur

Essentially what Tactical stated; run the mid-level Weekly to obtain Strange Coins to spend at Xur, keep running Roc Strikes till you're Legendary Head to Toe...complete the Urn quest from Eris for a nice pair of gauntlets, and buy boots for 60 Vanguard Marks w/ a Helm @120 Marks from your Vanguard Mentor. You're a high enough level to run Vault of Glass on Normal - just be honest and let them know you're new. DestinyLFG has several experienced clans run new players through both Raids for a better chance at Legendary and Exotic Gear. Whatever path you choose, good luck. :-)
