House of wolves is implying which faction house they are in just like house of winter and house of kings. They are all different factions of fallen. The house of wolves is under the lead of the the queen since she killed the house baron and according to the grimoire cards and leaked info, it seems some of the house members are teaming together to overthrow the rule of the queen and take back the house. Of course it's speculation but why else would the strike be called "the traitors ketch"?
