I've been playing the game since alpha, yet the Icebreaker has never dropped for me. How have I not earned the chance to use this weapon? I get multiple after multiple of most weapons (5 vexes, 2 within 30 mins), xur is just a way to balance RNG for those of us who don't get gifted the weapons we've heard so much about. I do now understand why many icebreaker owners were crying when xur sold it. It's not you, it's the rifle.
