It and Gjallahorn stand apart from all the other exotics in PVE because they can fundamentally change the way you approach an encounter. A high damage sniper that refills its ammo every few seconds is absolutely unbeatable for nightfalls or parts of the raid where you can stand still in a safe spot and pick enemies off.

Black Hammer is only better situationally, when you can hit easy crits, like Devil Walker, Mars Tank, and Sepiks Prime. But Icebreaker beats it in every other way. Black Hammer is the best weapon in the game ONLY when you can hit consistent crit shots. Otherwise, its small clip, small max ammo, and slow rate of fire can be somewhat hindering. Icebreaker is ALWAYS one of the best, most reliable weapons in the game, and well worth having on every character. Coming from a guy with 3 black hammers and 3 icebreakers. And I love them all

Blackhammer does serious work on Atheon, hitting for nearly 16k without WoL and consistent crit shots, especially when he is frozen still. Like he said though, Icebreaker is still the best sniper rifle in the game, it is good in almost every situation, just have to learn to balance it with Ghorn as they fight for that exotic spot pretty often.
