No. Icebreaker will still be number one. Black Hammer is hands down the best sniper for tanks, spider tanks, nexus,... pretty much anything that moves slow and has a large critical area. There are not many of those. As for small enemies and fast moving targets, icebreaker with its regan ammo is the way to go.
