The old 300 attack/72 impact hand cannons (Fatebringer, TDYK, LHF) deal 502/1505 body/crit damage to basic red-bar, non-Cabal enemies if you're equal to or greater than the level of your enemy (yes, this includes the 32s in CE).
The new 72 impact hand cannons (The Chance, TFWPKY 1969) at 331 attack deal 575/1723 damage under the same conditions.
Now, that's less than a 13% increase in damage. If you're buying them stock from a vendor, you're taking a hit in a number of areas compared to the old HCs, most notably range.
The question you have to ask yourself is: is that less than 13% damage increase worth it?
I did the crucible grind (which I despise) soon after the DLC hit to buy the new Chance with field scout, and maxed it shortly after. It has sat in my vault ever since. Meanwhile, my Fatebringer continues to be one of the only weapons I refuse to leave the tower without.
I just got a TFWPKY 1969 from a blue (!!!) engram the other day with outlaw and send it. I'll use it, love it, max it, and then... Well, it'll probably end up sitting next to The Chance collecting dust while my Fatebringer, TDYK and LHF continue to kick ass on a daily basis.
