They expect it because they've gotten exotics before. Also, next to the raid, it's the hardest thing to do in the game (yeah, yeah, all you players who solo it because it's soooo easy, good for you), so people expect better rewards. Even I agree shards is a lousy reward for this, unless you get enough of them.
