Part of the issue is the fire team system. As far as I know I can join a fire team with a friend who has the most shoddy connection in the world, we can then go into the crucible and it might take a while, but eventually a "match" will be found. Now, either a host gets found which we both connect to equally badly, or (more likely) my friend gets treated as being an outlier by the ping filter and piggybacks into a match with me where everyone else has excellent connections (their super bad connection being the only thing dragging the average ping down). Now, unless there is some way to control who can join fire teams together then this issue will plague PVP forever in Destiny. I personally think that they won't be able to control fire teams as the console manufacturers are pretty strict about things like people being able to play with all their friends, and they have pretty loose requirements on connection stability so I expect it would be hard to justify excluding them on connection basis. They also have requirements that restrict the amount of dead time or loading screens that you see, so simply tightening up the filters and making it so that some fireteams just can't find a match because their collective connection is so poor might also be out. It's a tricky one for sure. I think the only thing that they can realistically do is to shift the correction bias towards the players with the good connection so that lag is no longer an "advantage" and if you have a bad connection it is you experiencing insta deaths and weird looping motion. You have to bear in mind that some people are doing such bizarre things as playing on a console linked to the net using a mobile phone's 3G connection, or using a mobile phone as a wireless hotspot... They should find it impossible to play, not be gifted with a massive bonus.
