I have no raid weapons but think that they should be able to be upgrade by one expansion. E.g. VoG weapons upgrade to TDB level but that's a one and only. Then TDB weapons can do the same to house of wolves. Ideally a system would be integrated where the weapons damage output was tied to your level rather than being a mandatory value. Apply to exotics and raid weapons only
