The Vanguard could always issue trade regulations on certain special or "dangerous" weapons. (Make certain items bind on pickup) I feel that raid weapons, or at least raid exotics, along with anything that takes a certain amount of skill or investment and not just RNG, would be this way. Also exotic bounties possibly. I feel like the Tower wouldn't want Thorn just going around to the wrong people.
