Who cares what level somebody is. When you look for a team of players to do activities with, you're more likely to want to bring in players with experience, or your friends, who you trust to learn quickly.
If somebody wants to get to level 32 by means of trading, then good for them. The true tell of a player in this game is their skill in the activities, not what gear they have.
There is nothing that would make it "bad" for the game. This only promotes the economy of the game and it promotes learning how to play the game to become more skilled, which builds community. Win/win for everyone.

How are you supposed to tell if someone has experience? are you going to check out everyones bungie profile before inviting them to a raid? If someone posts on lfg that they are 32 with a maxed vex or fatebringer, i'd like to be able to safely assume they know what they are doing. with your system, it will be impossible to tell without researching someone every time

Most of the LFG websites have the destiny reputation system attached to them, allowing you to safely check to see their number of raid completions, vanguard/crucible levels, etc. Very easy to check and see if someone is experienced or not.
