VOC is great for almost everything, especialy Nighfall with solar burn. Found Verdict is just a beast in PVP. Was great in Iron Banner before DLC not sure now?

But for Iron Banner you will probably get out gunned so if PVP is your cup of tea max Swordbreaker out. If its PVE I would wait for something like Black Hammer or Hunger of Cota to max as you won't be wanting to get too close in Crota. VOC still holds its own so max that baby straight up.
