You should be able to go to the XBOX LIVE store and find the Destiny page. In that page there will be a section called Add-Ons. Inside There is the DLC and it should be available to download. You may need to restore licenses to get it to work correctly. This article can help explain how to do that.

If restoring licenses did not work then you will need to contact Microsoft about unlocking that add-on for you.
