Paid to level up my Exotic weapon from Xir... NO DICE... NO UPGRADE!!
I have the Thunderlord Exotic heavy machine gun. I visited Xir to pay to upgrade my weapon. Cost: 1 exotic shard, 7,000 (sp) glimmer. After the purchase, I checked my weapon.... No upgrades... In fact, all previous upgrades were reset.
What do I do? Who do I contact?

I had the very same experience after receiving the Suros regime auto rifle, went to Xur, paid for 2 upgrades and got NADA, I have been told you can't just buy upgrades for exotics. I'm out a boatload of glimmer and 2 shards. If you can't upgrade these weapons, why then does the upgrade tab appear?
