It is cheating because we are not playing the game the way other people wants us to. If you kill certain players in the crucible, you cheated. If you use any tier 1 guns, you are cheating. If you have duplicates, you are cheating.
To not cheat you have to ask the forums if what you want to do is ok or not play the game at all.
