Bungie programed a genius RNG that actually gets inside the player's head, determines what the player wants or needs, and then doesn't drop that item. On purpose. I know this must be true.

Lol, it makes sense now. Rasputin is the RNG genius, and him being a warmind is him launching war on our desires for certain drops, not fighting the darkness and is in cahoots with Rahool. Now the story make sense...I mean...we had 4 minutes of cut scenes, so it was hard to see this, but this has to be it
