I would pay 10-20 motes to upgrade, reset progress but save perks. Got the sweetest Timur last IB, now it's a waste. And Jolder. And Gheleon.

may I ask why you feel the 300 damage weapons are a waste? If the perks are good those guns still hold their own just fine. For instance, I still regularly use my Vault Weapons all the time, especially Vision of Confluence and Fatebringer. And I will continue to do so until I get either a Fang or a Word off Hard Crota.
