Reproduction of individuals for analysis is prohibited by this facility.[/quote] That is pretty much them saying "we cannot create the creatures listed here, since it is prohibited for us to experiment and analyse a living individual." - By this text, we can assume that the beastiarium is nothing more but the database that was used to classify the species that were to be reintroduced after the Halo Array fired, hence their lack of authorization to analyse them as they only had a limited amount of DNA/RNA/Silicone samples. Seriously people, a little reading comprehension and a quick Google search can do wonders!
