Bungie needed a way to get people to continue playing the game after they dropped the ball in every way imaginable, so they made the weapon that is easily the best suited to the most common and mindless scenario in the game the most OP: Close quarters. It was a stroke of brilliance, really. Let the garbage who can't play vs other players in an FPS have an i-win button so they'll continue to play Destiny instead of other FPS. Yeah, it's well planned but here's the real genius: The bad players flock together and defend themselves/each other against people who claim it's a broken cheap weapon. I'm sure the proof will come along soon since most of these players don't get the entire way through a thread that explains to them why they're bad at the game - in fact most wont make it past the title.
