Yes, it is from Marathon 2. It is the name of level 26, to be exact. It references the epitaph which Durandal carved into the moon of Lh'owon on which Tycho's ship crashed. It is latin and means "The Just Fate of the Foolish" or "The Just Fate of Fools".
