Go to the old loot cave in skywatch. Have all 3 weapons as arc damage to take him down. Spawns at Events and when the sides fight each other.

Not on right now or I would help. Just hang out in skywatch on patrol cosmodrome and wait for the public event to start. I've even seen him without the PE.
