If anyone can think of a good idea that allows DLC owners to play DLC nightfalls and heroics without it effecting non-DLC owners I am all ears.

The same way playstation users can play the dust palace on the playlist?

They can play it but not as a weekly, more strikes in rotation adds variety and that's important. People don't lose access to any content without the DLC they just cant participate in certain activities 17% of the time.
