I think my Vanguard rep is stuck.

It's been stuck at Rank 1 1094/2000 for a while now. Level 29 Warlock and I do all of the vanguard bounties almost every day and have done many tiger strikes. Surely my rep should be higher, or am I wrong? Any fixes?
