XBox 360 DLC issues across XBox Live Accounts [Not the same as other issues reported to date]

DLC downloads OK, but only primary purchaser on system can access it. Others get report of corrupted DLC. We have multiple XBox360 consoles. Purchased Destiny with user A on console X. Runs fine. Log out. Next day, start running Destiny as user A on console Y. Purchase DLC on console Y. DLC downloads and installed on console Y. Runs fine. Move back to console X, DLC downloads and installs fine on condole X, only runs under user A. Destiny reports the DLC is corrupt and needs to be re-installed on console X under all other users. Delete DLC, reinstall, same issue. Restart XBox, same issue. Delete DLC from all consoles, install only on console X, same issue. I would begrudgingly purchase one Destiny per console to fix this, but I can't using my XBox Live purchase it more than once anywhere. If I could purchase one Destiny for each account and that solved the issue (which I doubt), I might, but I can only purchase one Destiny per console.

    Update - Still broken, but more info. I performed these steps: Deleted Destiny and all add-ons/updates from all consoles. Restarted console Y Deleted User A profile (Destiny purchasing profile) completely from console Y Powered off console Y Restarted console X Logged in as User A on console X Re-installed Destiny on console X Re-installed expansion pack I on console X Restarted console X Logged in as User A on console X Destiny runs fine with expansion pack Log out as User A on console X Lon in as User B on console X ERROR: Destiny runs fine, but user gets message that they need to purchase Expansion Pack in order to do fist of crota Note, user has fist of crota bounty and legendary sparrow from Expansion Pack in inventory. Sparrow was equipped, but when unequipped is no longer equippable. Sign in as User A (while User B still logged in) ERROR: Destiny reports "You must be logged in ...." boots User B out of Destiny User B goes back into Destiny Fist of Crota (DLC) now available for User B. Log out User A User B still able to play Destiny with DLC. User B changes character in Destiny User B still able to play Destiny with DLC. User B logs out of Destiny ERROR: Destiny reports "ERROR Expansion content appears to be damaged or missing and cannot be loaded. Please re-download and try again" and pops up an XBox 360 screen to purchase the (already purchased) expansion pack for $19.95 Dismiss pop-up and error message Select play as User B ERROR: DLC not playable Reboot XBox Log in as User B ERROR: DLC (and of course effectively all of Destiny unless you don't want to do Daily, Weekly, Nightfall, etc) not playable (shows "Expansion Required" all over the place) Log in as User A DLC plays fine. ERROR: I can no longer use another console if one of my children is playing Destiny with DLC on console X. In other words, this Destiny bug has successfully rendered one console unusable since I have two to accommodate people playing at the same time, so I'd say it's more than a small bug. May test console Y more later. Just this last update has taken well over 2.5 hours so far.
