I need to get vanguard marks as fast as possible! What are your techniques?

Public events were the best solo, but with their times constantly shifting due to the recent change, its highly dependent on luck if you can get the 16+ marks an hr. If you have a dedicated group of 3 for strikes that will always be the best.
