Do the perks ever change on the legendary armor for sale by your class vanguard when the stock refreshes? I can't remember if these always stay the same for armor or not (If I remember right the perks don't ever change for legendary weapons at the vanguard quarter master - just when getting them as drops or awards)

The gear sold by vendors are static. However, if you get a legendary weapon or piece of armor, it will be a variation of what the vendors sell. So you could get a different Shadow Price in the mail when you rank up your Vanguard or a different Ghost Angel helmet from a engram. Note that the stats such as impact, RoF, reload, Stability, etc. on a variant gun will always be the same. The perks on them however can change from drops.

I know that the perks have been static for the legendary weapons, is that also true for the legendary armor available to purchase in the tower?

Should be. Haven't seen the FWC armor change at all on the vendor.

Thanks. I thought that was the case but just wanted to confirm before buying. Has been a while since I even paid attention to any of the tower armor.

That's one advantage of vendor gear, is you can optimize your stats and build more. I didn't like the strength I got my VoG gauntlets. However, the strength will be more helpful now that my Throwing Knife will actually be handy in Crota's End.
