Just trying to understand this...As many people seem to be. Please let me know if I got this right.If I have a Thorn Maxxed - I need to get a Shard (7 SC, and 7000 glimmer), bring it to Xur,get upgraded Thorn, Regrind it, Get ANOTHER Shard (7 SC) and fully max out new version.
vs.
Get New Thorn Bounty, get new Thorn - Max out thorn, Break down old Thorn or Get one Shard finish it off?
The Grind is not what bothers me....its the 7 extra SC I need to pay and the 7K glimmer PER exotic...That will take longer than the bounty itself, and farming glimmer is not fun and doing a weekly only to spend the extra SC on an upgrade that a NEW item does not need, seems counter intuitive... or am I missing something?
Does this seem like a steep penalty to the players who already have the Exotic or am I misunderstanding?

I think they are doing it to help deflate the in game economy. While this does seem super annoying, it primarily affects upper level players. Average solo players like me with only 2 exotic weapons are annoyed but not impacted much. For all those on the forums complaining about having too much glimmer and too many SC, this solves that. For me, SC are super hard to come by. I may not even bother to reset my exotics. <sigh>

Yeah total hand holding move for new players to catch up to those of us that started day one. Ive said it I dont know how many times this week.....make it so it has to be maxed out before you can even upgrade it. There. Solved. Our previous grinding wouldn't be pointless. And new players wouldn't get unfair handout.

Good question. My thought is if you have (thorn) maxed use it like it is. When you up your toons level it gets stronger because you do more damage period. When you get the bounty again, it won't need xur thus avoiding the xurtax (ha just made that up) . Now say you want the upgraded version for the iron banner, first xur has to offer it and then you'd have to decide if the xurtax is worth it.
