No but they'll become underpowered on the new scale

They'll still be underpowered. A new void fusion rifle will be stronger than an old void fusion rifle. The raid will offer new legenary weapons that will be stronger than the old ones. Either way they'll get phased out but that doesn't mean right away. All of our legendaries will be just fine on day 1. You'll just get "better" weapons over time.
