What about this we turn in our current exotic armor and in return we get level 32 capable armor which we have to then upgrade from scratch.

Less could mean a lot of thing. Does that mean I'll take the same time to level up as legendarys, rares or maybe even uncommons. It could even mean more time the legendary less time than it currently does take to max out and exotic. The point is right now we don't know.
