Get gear that increases fusion rifle, if you cannot get that, doesn't the weapon still count as a special despite being a primary? If this is true then get armor that increases all special ammo. I'm not sure if there is armor that increases all primary ammo.

No it doesn't count as a Special weapon. It uses primary ammo only, and the only way to increase the ammo reserve is to find gear that increases fusion rifle ammo, however no raid gear has that perk. The only light level 30 item I've seen that increases fusion rifle ammo is Heart of the Praxic fire (warlock exotic chest piece).

Lucky Raspberry (Hunter chestpiece) does have the fusion rifle ammo perk, so I guess there are now 2 light level 30 pieces that have it.
