Nothing really. Means you can do full damage to level 32 enemies.
All of the exotics will be upgraded to 323 Attack, VM just got it early. Makes it seem like they buffed it but the reality is its not very helpful.

The exotics can go to 331( confirmed in a bungie DLC video) and Mythoclast will be above those. And on par with the coming Necrocasm auto rifle.

(Especially with them killing the magazine size) It is still outclassed by many other exotics and some legendary weapons. Which is sad because I maxed mine out awhile ago hoping for it to be brought back to its former glory in PvE, hopefully it'll get another boost and they aren't done with it yet. Edit: Admittedly I did forget it was going to be a couple points higher, but unfortunately it's not going to make the difference you're implying that it will. And it's the highest 'Attack rated' Exotic, damage implies DPS and we won't know that until someone uses it in the HM against lvl 32 enemies.
