I've said it before, and I'll say it again. It should be an expansion, but it should not just be new content. It should be new content, plus old content, but with modifications to the core of the game that simply cannot be accomplished on legacy platforms. That way, you let someone who has not played the first game, start with the second - get the chance to do everything that was done in the first game, plus have the expanded game universe, as well. The upside is that they can still attract new players, while actually pushing the technological limits of the newer consoles a bit more (or, more appropriately, a lot more). Fully get making the first game cover two generations of consoles, for those who are not in a position to get a new console yet. But another two years, or so, down the line? I would be very disappointed if the graphics and framerates continued to be throttled that far into this generation.
