I'm confused about your "outrage." The community banned together to introduce a feature that should've shipped with the game in the first place. We got it done.
Now, Bungie poorly implements this change we all asked for, and [i]you[/i] are they one upset about this?
Get real!
In game voice chat should have existed by default, Opt in should be the default (Opt out should be a choice). This is social gaming 101 and Bungie even messed [i]that[/i] up. It's like Bungie got amnesia and has no idea what makes their games successful in the first place.

WHy should opt-in be the default exactly? Really with all the companies trying to take away more and more of a persons privacy and you are pissed that Bungie gave people a choice....interesting.

In other words, Opt In by default encourages the social aspect of the game right off the bat. I'd be willing to bet that most players don't even [i]know[/i] about in game voice chat.

I mean it announces the chat channel is there everytime you enter a strike or pvp match. If that doesn't make you ask hey what does it mean there's a chat channel active. Kinda says I don't want you in my fire team anyway.

Me too brother lol but I'm glad the people that do use it, (at least in my experience) are all friendly and fun and not cod dick cheese 13 year olds. No offence to the cod players.
