The outer worlds are not in another dimension, that's stupid. Xur is talking about the worlds in our solar system beyond Jupiter, e.g. Saturn, Neptune and Uranus. It is likely there are remnants of colonies on the moons of those worlds.

Yea. I had many ideas and that was one I forgot. But even then it's only an assumption.
