Even if that was the case, it still wouldn't put me at 30. Raid arms and IB arms are both level 30; they're interchangeable. The IB chest is not level 30, and the legs are. An exotic helm, IB arms and legs with a legendary chest all fully upgraded, should've put me to 30, instead of high 29...unless the chest is now a level 30 loot drop
