What's hilarious is all you've really done is proven how susceptible you are to intelligent marketing tactics.
A marketing exec realized, "Hey, a lot of gamers are upset about paid DLC, so I have an idea. How about we make a bunch of stuff for the game, not put it in and release it slowly for free? We will prolong gamers exposure to the game and they'll praise us for all this "free" stuff that is really just skins we originally would've released for free on the disc. 2-3 missions of actual content, the rest fluff. "

Part of such is due to issues within their development team (key personnel leaving and them scrambling to put things together). I agree that DLC as a profit center is likely a big push within the content decisions made. I also feel that they're approaching this world and story as an "unfold over time" scenario. This, obviously, does not go over well with the majority of the gaming community. Instant gratification, huge action packed cutscenes, and a direct narrative with a beginning - middle - and end is what most gamers want. A small portion of the community actually enjoys slowly deciphering the mystery and coming to their own conclusions.
