I love the Witcher, but all that DLC is is a bunch of cosmetic stuff I don't care about and one tiny mission.
There's no real content in that DLC at all.

If Bungie released this, there'd be so much hate along the lines of "why are you releasing so much cosmetic crap? Release real content instead". And no, that quest's storyline will be "Some miners are trapped. Go to a cave and find out why. Oh they were killed by those things with claws I can't remember the name of." Bungie could do with making more content available, but doing something like this wouldn't accomplish anything.

No, it wouldn't. It would be the equivalent of Bungie adding a bunch of shaders, gear and a new exotic bounty for a weapon that's already available in the game. There's no need to overstate everything for the sake of it.
