I just got one this morning.
Which makes it my second actual engram drop that didn't come from the daily story or leveling reputation.
From what I understand, there was a patch to fix the "OHHH I have a lengendary engram....WHAT YOU MEAN IT'S A RARE ITEM? I've got 15 legendary engrams and they're all RARE?"
But to fix the balance now that legendary engrams are now very very very very very more likely to give legendary equipment.....is to make them drop even less.

I was surprised this morning, I was on earth doing patrols and a level 3 shank dropped a purple engram and I'm like "WOOOOO!!!!!!!!!!" I was expecting energy or shard....but got auto rifle. So it's very very very very rare. (Seriously, I've been playing since the day it came out. I even played the Beta)
