Fusion rifles. The angst of many a guardian in the Crucible. Here's the basis of the problem: First, charge times vary widely between any 2 rifles. Some are extremely slow to the point of making them practically useless in PvP as the TTK becomes too long. Second, some are so fast that, when combined with the horrible lag most users experience, there's no audible charging sound to be heard before you die. I know myself and quite a few people I've played with have experienced the WTF moment of getting killed by a fusion rifle with no indication that one was going to be fired.
Here's the way I feel these rifles should work that would add a lot of fun to the game and balance some of the issues with them.
1. Make fusion rifles fire by trigger release. Currently, you hold down the trigger, the rifle charges, then the rifle automatically fires after a set amount of time. Change this to firing when the trigger is released.
2. Narrow the charging time range so that all fusion rifles charge to maximum in about the same amount of time (give or take a small %).
3. Make the damage output of the rifle a function of when the trigger was released. A fusion rifle could then be shot fast (low charge time) for small amounts of damage or it could be shot slow (high charge time) for large amounts of damage.
4. Make a timer for each rifle for the amount of time a maximum charge can be held. When that time is reached, one of two things should happen. For some fusion rifles (common, uncommon) they discharge by firing. Basically these would act much like fusion rifles do right now, with the added ability to release fire a lower amount of damage. But as rifles get more powerful (rare, legendary), by extension, the amount of time a rifle can be held at charge is a little longer (half a second or so), but have the rifle have a percent chance of discharging through the operator (exploding). Allow exotics (plan c, pocket infinity) to either be very fast charge, shortest time to hold at max charge, highest chance of discharging by exploding, or slowest charge, longest time to hold at max, lowest chance of discharging by exploding.
I view fusion rifles as the seminal sci-fi weapon, especially compared to all the traditional type of guns guardians use. It should have some inherent risks to using them. I imagine a charging indicator on all of them (similar to the bullet count indicator in ice breaker) that shows the charging level of the rifles. Want to run around and 1-shot guardians in the Crucible? It should come with the risk that the gun might blow up in your face. Want to use a fusion rifle without that risk? Don't charge it all the way but deal with the less amount of damage it outputs.
Ammo in this model would count relatively the same as it currently does. Take a fusion rifle that, when fully charged, spits out 4 fusion balls. Currently that counts as 1 'bullet' as it were. Change that to counting as 4, and triple or quadruple the ammo that can be carried. This would equate to being able to fire the same or a slightly reduced amount of fully charged shots. (Let's say you have 5 bullets in the magazine and 20 in reserve. At 4 fusion balls per shot, then that's 100 total fusion balls. So just make the ammo count 100, or maybe 80. Then you can shoot 25 or 20 fully charged shots with 4 fusion balls. But you could likewise shoot 80 or 100 times with a lower damage of just 1 fusion ball.)
When a fusion rifle blows up on you, I feel the damage done to the user could vary. Perhaps the higher risk/higher reward rifles like exotics should just kill you, or put you at a sliver of health if the devs decide that killing the user is too much. (Personally I think that killing the user would be an awesome touch for people who want to exploit the fusion rifle's full power in the Crucible, but then I can see them being highly avoided or never used at full power during things like the Weekly Nightfall.) I would think that common and uncommon rifles would remove all of your shielding when they explode, but not take down your health. This would make you susceptible to death when done under fire and teach you how to use them appropriately.
I know this would take a lot of programming, reworking of the fusion rifle displays in game, and some core mechanics changes to the firing of these rifles. But it would be so much more worth it versus the one-shot kill style rifles they are now. They're annoying in the Crucible as they are, again for either taking to long to charge or for charging not being heard because of music/other noise. And this would make the bounty of the 'kill 2 enemies at once with a fusion rifle' have some inherent risk to it (has to be fully charged, but now it might blow up on you!).
So that's it. In a nutshell, change the core mechanic to the fusion rifles and make them something that have a risk to their reward.

Very cool ideas. I had thought an easy way to balance them out was to have damage drop off at different ranged. The closer you are to the user, the higher the impact of their bullets would be.
