With the amount of time spent farming resources and repeating missions/bounties on all the planets I think having a "veteran" or level 20+ option for the Patrols would be a good thing. It doesn't seem very complicated to me, to have the enemies and spawns remain the same but increase all the enemy ai to Lvl 20 or higher. Make the xp gain for killing them go up slightly (this would help those of us trying to level up certain legendary guns and exotics go faster) plus give a slight boost for the mission xp, not a lot but maybe like 5 rep pts higher. Then to keep lower (below rank 20) players from boosting make it so you need to be a rank 20 minimum to enter the harder Patrols. Seems easy enough and puts a little challenge back into it. I'd also suggest that all engrams dropped in Hard mode would be blue or better, rid us higher level guardians from accidentally stepping on a green ball...yuck!

Do the nightfall for an xp and rep boost. Buy the telemetry for weapon xp boosts. Upping the enemy levels would make a lot of bounties a bigger pain in the ass than they already tend to be. I'd like to still be able to farm fusion rifle multi-kills and get 1-hit headshot kills easily, thank you. In my opinion, what you propose would only serve to make what is often a boring grind into a boring, lengthy and frustrating grind. That's goes triple if you have multiple characters to finish bounties with.
