This has cleared the Xbox One Zebra issue for me but may not work for everyone.
1) Start Destiny but do not log in.
2) press Xbox button on the controller
3) press menu button and go to settings
4) go to Power and Start up
5) choose power mode - ENERGY SAVING
6) restart Xbox
7) restart Destiny
8) log in as normal
